Because if we have everyone out wandering the hallways, Arthas will look around, notice the resemblance to a line of cattle in a slaughterhouse, and react accordingly.

[Although Narvin sympathizes with Rayne's sentiment. His first thought when the news about Arthas broke was along the lines of "where's a high-powered explosive when you need one?"]
